Board of Directors and Officers

PMES is governed by an 11-member Board of Directors (3 seats are currently vacant). All members of the Board are members of PMES, elected by the rest of the members for a term of three years. PMES is managed by a set of officers , including a President, an Executive Vice President, a Secretary, and a Treasurer.

Ricky Lozari – President – Ricky is involved in results based planning and management, development and implementation of M&E systems, knowledge management, learning and development and communications for development. He works in the areas of governance, education, MSME development, public private partnerships and human resources and organizational development. He is the Senior Specialist for Planning, Policy and Research Development of the Basic Education Sector Transformation Program, a joint undertaking of the Department of Education and the Australian Government. Ricky is the President of the Results Based Initiatives Consultancy Services.

Cora Jose – Executive Vice President Cora is a Social Development Planner and Demographer working as an independent consultant. She is involved mostly in the formulation of local and regional development plans, impact evaluation of development projects focusing on infrastructure, housing and health projects/programs, and in the conduct of various social and demographic researches.

avatar John Ian Lee Fulgar – Treasurer – Ian is a registered and licensed Philippine Architect and a certified expert in Building Information Modelling (BIM) Design and Management. He provides full architectural planning, design, and construction services, with emphasis on artistic innovations and technology solutions. For more than a decade, he’s into Information and Communication Technology developments and he’s currently honing his artistic soul by pursuing a masteral degree at the University of the Philippines’ College of Fine Arts.

Cherie De Castro – Secretary – Cherie is involved in developing case studies on microfinance, social entrepreneurship, education, and governance issues. Recently she acquired new knowledge and skills in developing an effective fundraising strategy for startup and small social sector organizations to enable them to accomplish their social mission.

Becky Polestico – Member – Becky is an M&E practitioner with a mind of a researcher, a heart of an evaluator with an SPSS blood type, while loving the footpath in development-conflict-post conflict settings. She has merged education paradigms within the loops of public sector management reform program, social services, health delivery systems, food and agriculture security, rural development, and higher education delivery systems. She has over 20 years working in monitoring and evaluation in various capacities and has travelled to 64 countries to date covering South East Asia, China, Central Asia, Asia-Pacific, Africa and Middle East regions.

Philip Peñaflor – Member – Philip is working in conflict and post-conflict regions and in the areas of agriculture, rural development, humanitarian assistance and gender. He has worked in the Philippines, Timor Leste, South Sudan and Afghanistan.

avatar Robbie Arceo – Member – Robbie is engaged in project development and management in construction, information technology and governance. He is currently working with the corporate planning office of the Department of Trade & Industry, Philippines.
